Eric, the short story of the mountain prison that you are trying to think of is Manuscript Found in a Police State by Brian Aldiss. I read it in this anthology a few years ago:

Apparently, that anthology was published by Scholastic in the 70s. Maybe you read that short story when you were a youth?
